How long hiring takes in Saudi Arabia, from offer to first day
Offer to first day in Saudi Arabia runs on two clocks: a statutory notice period of at least 60 days, and a permit chain of roughly three to nine weeks.
- Offer to first day in Saudi Arabia runs on one of two clocks, and which one you are on depends entirely on where the candidate already is.
- For someone already working in the Kingdom on an indefinite contract paid monthly, Article 75 of the Labour Law sets a notice period of at least 60 days, and at least 30 days where the wage is not paid monthly. For a hire coming from abroad, an HR guide updated in September 2026 puts the permit and visa chain at roughly three weeks to two months, which sits on top of whatever your own selection process takes.
- Neither clock starts until you have chosen someone, and that part of the calendar is the only part you control.
The notice period you cannot negotiate down
- Article 75 fixes the floor at 60 days for monthly-paid indefinite contracts. A candidate who wants to start sooner is asking their current employer for a favour, and Article 76 prices it: a party who fails to observe the notice period owes the other compensation equal to the worker's pay for the duration of the notice, unless they agree on more.
- So a start date inside 60 days for an internal-market hire depends on somebody waiving something or paying for it. Write your requisition plan around 60 days and treat anything faster as a gift.
- Fixed-term contracts behave differently. Article 74 terminates them on expiry of the term, and Article 55 turns a fixed-term contract into an indefinite one once it has been renewed for three consecutive terms or has run four years, whichever is less. Ask which one your candidate holds before you promise a date to the hiring manager.
The permit chain for a hire from abroad
| Stage | Published estimate |
|---|---|
| Visa allocation approval with the labour ministry | 2 to 4 weeks |
| Foreign ministry authorisation and visa stamping | 2 to 3 weeks |
| Residence permit issued after arrival | 1 to 2 weeks |
- The same September 2026 guide gives a total of roughly three weeks to two months and notes the residence permit has to be in place within 90 days of arrival. The allocation application now carries the skill tier, so a candidate's tier is decided before the visa exists, which is covered in [work permits and skill tiers](/spaces/work-permits-and-skill-tiers-ksa).
- The variance between three weeks and two months is mostly documentation quality. Attestations, translations into Arabic, and a job title that matches the occupational code either arrive complete or the file waits.
The 15-day duty most employers forget
- Article 25 requires every employer to send the competent labour office a statement of vacant and new jobs, including their types, locations, wages and qualifications, within a period not exceeding 15 days from the date of the vacancy or its creation. Where the employment unit nominates citizens for those roles, the employer reports what it did about the nominations within seven days of receiving the letter.
- That is a clock running from the day the seat empties, before anyone has written a job advert. Attach it to the resignation workflow rather than the recruiting one, because the resignation is what starts it.
Probation and the calendar clause
- Article 53 caps probation at 90 days, and it has to be stated expressly and clearly in the contract. Eid Al-Fitr and Eid Al-Adha holidays and sick leave do not count toward it. Written agreement can extend it to no more than 180 days. Article 54 blocks placing the same worker on probation twice with the same employer, except where the second period covers a different profession or at least six months have passed since the previous relationship ended.
- Then there is Article 10, which catches people out. All periods and schedules in the Labour Law follow the Hijri calendar unless the contract or the work organisation regulation says otherwise. A Hijri year is shorter than a Gregorian one, so a contract term written as "one year" without qualification does not end on the date your HR system expects. Specify the calendar.
Where the weeks actually go
- The statutory clocks are roughly 60 days of notice or roughly three to nine weeks of permit processing. Neither responds to urgency.
- What does respond is the part before the offer. CareerPlug analysed more than 10 million applications across over 60,000 small businesses in 2024 and found employers received an average of 180 applicants for every hire, with 3% of applicants reaching an interview. Most of the elapsed time in a hiring process goes into sorting that volume and scheduling the people who survive it.
- Compress there and the statutory clocks start sooner. [Building a shortlist in hours](/spaces/build-shortlist-in-hours) is the version of this that does not involve rushing a compliance step.
A plan you can defend to a hiring manager
- Log the vacancy and file the Article 25 statement within 15 days of the seat emptying.
- Capture nationality, occupational code and proposed wage on the requisition, so the permit question is answered before shortlisting.
- Run selection to a fixed calendar with scheduled decision points, rather than waiting for a full pipeline.
- Ask the finalist which contract type they hold and when their notice period would start.
- For a hire from abroad, open the documentation file the day the offer is accepted, and state the calendar in the contract.
- Set the probation terms in the contract itself, since Article 53 requires them expressly.
- A hire from your domestic market, with notice served promptly, realistically starts about two to three months after the offer. A hire from abroad, with clean documentation, lands in a similar range for different reasons. Plan headcount on that basis, and read [what it costs to hire in Saudi Arabia](/spaces/cost-to-hire-saudi-arabia) alongside it, because the two decisions share the same inputs.
Frequently asked questions
- How long does hiring take in Saudi Arabia?
- For someone already in the Kingdom on an indefinite contract paid monthly, the statutory notice period alone is at least 60 days under Article 75, and 30 days where the wage is not monthly. For a hire coming from abroad, an HR guide updated in September 2026 puts the permit and visa chain at roughly three weeks to two months on top of your own selection time.
- What are the stages of the work visa process?
- The employer applies for the visa allocation with the labour ministry, obtains authorisation from the foreign ministry and issues an invitation letter, the candidate has the visa stamped at a Saudi mission in their home country, and the residence permit is issued after arrival. Published estimates put those at two to four weeks, two to three weeks, and one to two weeks respectively.
- How long is the probation period in Saudi Arabia?
- Article 53 caps probation at 90 days, excluding Eid Al-Fitr and Eid Al-Adha holidays and sick leave, and it has to be stated expressly in the contract. Written agreement between the parties can extend it to no more than 180 days. Article 54 stops an employer placing the same worker on probation twice, with narrow exceptions.
- Do employers have to notify the authorities about vacancies?
- Article 25 requires every employer to send the competent labour office a statement of vacant and new jobs, with their types, locations, wages and qualifications, within a period not exceeding 15 days from the date the vacancy arises. Where the employment unit nominates citizens, the employer reports the measures taken within seven days of receiving the nomination letter.
- Which calendar governs contract periods?
- Article 10 states that all periods and schedules in the Labour Law follow the Hijri calendar unless the employment contract or the work organisation regulation says otherwise. A one-year term left unqualified is a Hijri year, which is shorter than a Gregorian one, so say which calendar you mean in the contract.
