Red band: what it means and what it costs
- Red is the only band that actively blocks your business.
- Establishments in the Red band face restrictions on core Qiwa services:
- **New work visa issuance** for expatriate employees — blocked or severely limited
- **Employee transfers** into your establishment — restricted
- **Iqama (residency permit) renewals** for existing expatriate staff — delayed or denied
- **Government contract and tender eligibility** — excluded or deprioritized
- If your workforce depends on expatriate talent — and most KSA private-sector employers do — Red band means you cannot grow and may struggle to maintain your current team.
- Red is not permanent. It is a signal that your 26-week average Saudization rate has fallen below 85% of your sector target. Hire or retain Saudis at full-credit wages (SAR 4,000+) and the average moves. But it moves gradually, not overnight.

Low Green: the danger zone
- Low Green means you are close to compliant but still below your sector target. Your ratio sits between 0.85 and 1.00.
- Services on Qiwa are partially restored compared to Red, but one departure or one expatriate hire can push you back. You do not yet qualify for the full service package at Medium Green. Treat Low Green as a planning zone, not a destination.
Medium Green: the compliance floor
- Medium Green is the minimum band most employers need to operate normally. Your Saudization rate meets or exceeds your sector target (ratio ≥ 1.00).
- At Medium Green, core Qiwa services are fully available:

- Employee transfers permitted
- Iqama renewals processed
- Standard government service access
